Background
1.      Children’s Aid
Children’s Aid is National Non-Governmental, not for profit Organization founded by a group of South Sudanese with expertise in Health, Education, Gender equality, Livelihood and Agriculture; to address the problems of south Sudan’s humanitarian situation based on the practical experience seen in the community by the founding members. Children’s Aid contribution is towards improving the quality of health in the communities with emphasis on children and women. We strive to reduce and eventually eliminate absolute poverty, illiteracy and social inequalities in the south Sudan society. We partner with the community in identifying their own problems and solving them using local initiative.
Aims: To assist Children to realize their full potential, by supporting and strengthening local institutions to enable community members respond effectively to the numerous social-economic challenges.

2.      Family planning Services

“Scaling up Family Planning services” project is a project funded by HPF to support the scaling up of family planning services in the six states of south Sudan. The six states selected for this project are: Eastern Equatoria state, Lakes state, Warrap state, Unity state, Western Bahr-el-Ghazal state and Northern Bahr-el-Ghazal state. The project will be implemented by a consortium of the National NGOs which are composed of: Reproductive Health Association of South Sudan (RHASS), Children’s Aid South Sudan (CASS), The Rescue Initiative South Sudan (TRISS), Universal Network for Knowledge and Empowerment Association (UNKEA), Peace Child South Sudan (PCSS), and Initiative for Rural Empowerment (IRE).

Aligned with the strategic priorities of the Government of South Sudan, Ministry of Health- Health Sector Development Plan 2012-16 (HSDP) and the Family planning Policy of 2013. The project is aimed at improving and strengthening the reproductive health services specifically Family Planning Services in the selected states from the state hospitals to the County hospitals, PHCCs and PHCUs.

OVERVIEW OF POSITION

This is a full-time position. Half of the time this position is for Case Management which will have the primary responsibility of managing all services that link with health care and psycho/social services in a manner that ensures timely, coordinated access to appropriate levels of care to Family Planning client. The other half time the position is for a Counselor which delivers pre and post counseling to individuals seeking FP services.

RESPONSIBILITIES
Ø  Will provide information and FP commodity to the client seeking FP services.
Ø  Conduct an assessment of client’s needs and personal support system.
Ø  Develop a comprehensive individualized service care plan for each client.
Ø  Conduct periodic re-evaluation and adoption of the plan.
Ø  Submit monthly and quarterly reports on all activities to Clinical Advisor.
Ø  Facilitate Pre & Post Test counseling sessions with individuals and groups.
Ø  Conduct risk assessment.
Ø  Identify and maintain working relationships with potential testing sites.
Ø  Conduct outreach activities to hard to reach communities such as, sex industry workers.
Ø  Actively participate in community events and health fairs.
Ø  Attend all required meetings as assigned.
Ø  Other task as assigned by the supervisor.

REQUIREMENTS
Ø  South Sudanese National
Ø  Certified Midwife/Nurse/Family planning or any reproductive health related courses.
Ø  Ample knowledge of Family Planning.
Ø  Demonstrate interpersonal, communication, writing, and presentation skills.
Ø  Understanding of risky behaviors, substance abuse, sexuality and relevant psychosocial issues.
Ø  Certified counseling or able to obtain certification within three months of employment.
Ø  Able to perform other family planning methods
Ø  Must have strong, computer and writing skills. Excellent interpersonal and communication skills.

Summary  
The Clinical Advisor for Family Planning will provide technical assistance to support improved clinical performance and quality assurance of voluntary contraceptive services, with a focus on long-acting reversible methods (LARCs) and permanent methods (PMs), and all essential elements of post-abortion care.   S/he will work to support planning, systems strengthening, training, clinical monitoring and coaching, and evaluation of provider performance in technical and non-technical components of service delivery. Experience in the delivery of long-acting reversible contraceptive (LARCs) and permanent methods (PMs) and comprehensive post-abortion care services is essential. The Clinical Advisor for FP and PAC is expected to collaborate with consortium country and headquarters staff, Ministries of Health and other technical partners to improve family planning outcomes, including access to and utilization of IUDs, tubal ligation, vasectomy, MVA, medical abortion. 
Responsibilities:
Ø  Develop clinical performance plan for clinicians on provision of LARCs and PMs, including PPIUD, PAIUD, vasectomy and tubal ligation in select Consortium states
Ø  Identify trainers and/or train and mentor clinicians in the didactic and practical matters of contraception service delivery, including MVA
Ø  Observe and coach providers in provision of FP and PAC services, with an emphasis on clinician counseling, attitudes, and support to clients
Ø  Develop quality assurance plans and execute quality improvement activities to address identified gaps in clinical service
Ø  Improve systems for provider support, assessment and follow up based on performance
Ø  As needed, produce or adapt clinical training and reference materials, including for services that target adolescents, men, survivors of sexual assault, and other  populations
Ø  Travel frequently to consortium counties with health programs looking to improve / expand  FP and PAC service delivery to advise on capacity building strategies
Ø  Oversee the smooth running of the family planning program at the state level.
Ø  Carry out any other responsibility as assigned by the line manager
Desired Skills and Experience
Requirements:
Ø  South Sudan national
Ø  MD or RN/Midwife a must, plus MPH or similar advanced degree in related field
Ø  Demonstrated technical expertise in contraceptive service delivery and abortion care
Ø  At least 5 years clinical service delivery experience in FP/SRH with at least 3 years clinical experience in long acting and permanent family planning service provision (implants, IUD, tubal ligation and vasectomy). Experience in comprehensive abortion care services is highly recommended
Ø  Experience in training and coaching/mentoring service providers and in supervision of FP, CAC and other SRH service
Ø  At least 3 years international field experience in developing countries; experience in conflict/post-conflict settings a strong plus
Ø  Communication skills, including the ability to write and present
Ø  People management skills: the ability to lead and motivate staff and collaborate with ministry of health clinicians and supervisors
Ø  Ability to be flexible and work well under pressure in a fast-paced team environment
Ø  Professional-level fluency in spoken and written English; fluency in French a plus

Food Security and Livelihood



Food Security and Livelihood
  
The decades of civil war have strongly affected the state of local food production in South Sudan, the current crisis has compounded the problems. This made generations of South Sudanese to witness the destruction of their acres and yields, and was repeatedly driven away from their homesteads and farms. As a legacy of a life on the move, they have lost their faith in long-term agricultural production – and subsequently lost the necessary know-how too. 

Children’s Aid contributes to the mitigation measures and aims at a more stable food production. This creates new opportunities for income generation. Children’s Aid encompassing a wide array of activities customized to meet a community’s specific needs in building food security and livelihood, our programs are designed to bolster agricultural production, jumpstart local market activity, support micro-enterprise initiatives, and otherwise enhance a vulnerable community’s access to sustainable sources of food and income.

To determine what causing hunger in a given area, Children’s Aid carries out comprehensive evaluations by collecting and analyzing key data on local assets, resources, and livelihoods strategies. Our teams meet directly with community members to better understand local conditions and create a collaborative plan of action.

Strategies
 
Through the activities of its partners, Children’s Aid contributes to a broad range of humanitarian operations and assists the most needy population groups with staple food. This allows them to bridge emergency periods of extreme food shortage. Among Children’s Aid’s partners, WFP is of foremost importance as the main provider of emergency food assistance in South Sudan. WFP also coordinates the food assistance by other UN agencies and NGOs. 

Increasing food production and diversification
In order to address the risks of the persistent food insecurity and the strong dependence on imported food, Children’s Aid the local community at increasing and diversifying the local food production. In contrast to the countrywide emergency food assistance, Children’s Aid here concentrates in training farmers on food productions; these programmes are substantial to fighting food insecurity among internally displaced persons, returnees and other vulnerable population groups.

Income generation and extension services
Complementary, Children’s Aid aims to improve the livelihoods and enhance the self-subsistence capacities of the people of south Sudan. Especially Children’s Aid boosts the capacities of the local farmers in product marketing – and thus income generation – and develops the technical expertise of the State Authorities required for an effective extension service towards the farming population. This helps the farming communities to re-enter the production cycle and – finally – to enhance their food security.
